On April 1st, 2021 at local zero o 'clock, the wholly owned subsidiary company of China Railway Construction Corporation Limited ("CRCC"), namely, Chilean Highway 5 Talca-Chillán Franchise Co., Ltd., successfully completed the handover with original franchisee, and started to operate the Chilean Highway 5 Talca-Chillán Segment Franchise Project. As the first highway franchise project and the largest infrastructure project operated by a Chinese enterprise in Chile, it marked that Chinese enterprise had successfully entered into Chilean infrastructure franchise industry.
CRCC undertook the construction and operation of this project, with the bid amount of more than US$ 1.2 billion (about RMB 7.781 billion) and total length of about 195km. As the second busiest segment of Pan-American Highway within the territory of Chile, it would adopt the integrated mode of "Investment, Construction & Operation". The scope of work included the operation & maintenance of existing road and 30km expansion, the design & construction of 56km ring road, and 13 new electronic toll collection systems ("ETCS").
Chilean Minister of Public Works, Mr. Alfredo Moreno told local media that it would create more than 4000 jobs/ year for local people in project construction. He also mentioned that at the end of this project, it would greatly ease the traffic jam, alleviate regional traffic pressure, and promote regional economic growth along the alignment.
Regional Governor of Maule, Mr. Juan Alvardo highly praised CRCC's strength, welcomed its investment and would provide all necessary supports and aids to CRCC, jointly creating a friendly environment for promoting the local economic development and improving the social employment in the era of "Post-COVID-19". Project Representative of CRCC Consortium said that the Consortium would take the project implementation as an opportunity, carry out the close cooperation and coordinated development, and fully utilize CRCC's comprehensive advantages with regard to its full life circle management of overseas projects and integration of resources on the whole industrial chain. He also added that the Consortium would also continuously accumulate similar project experiences, deeply plowed and carefully cultivated the market in Latin America, and assist enterprises to realize their better development.
This project was also CRCC’s first overseas PPP highway project. Since the operation preparation in January, 2021, Project Team of the Consortium had overcome many adverse effects, such as outbreak of COVID-19, urban curfew, etc., swiftly established the Project Team, and timely completed the registration of Project Company. Furthermore, Project Team also implemented many rounds of investigation and screening, and organized the operation & maintenance staffs to attend the system training, finally ensuring the timely and smooth handover of the project, and demonstrating to local people the efficient construction organization level and excellent Contractual performance capacity of our Chinese enterprise.
